The meeting was opened @ 7:03pm by Chairperson Bill Stewart with the
pledge of allegiance.
Present: Charles Mead, Frank Burns, Tom Curley, Craig Osborne, Bill
Goodrich,
Ted Plevinsky, Jim Lindsley, Bill Stewart, Charlie Pierson,Kendall
Mitchell, Bob Boyanowski, Francis Fruehan, Bob Collumb, Bill Dovin,
Bruce Griffis, Charles Davis, Charles Fahringer, Dave Stetson & Mary
Mead.
Visitors: Harvey Rosenkrans, Bob Darrow, Angel Kublo & Sharon
Norton.
Roll Call showed a quorum of 9 municipalities present.
Re-organizational Meeting:
Delegates and alternates for each municipality were submitted
Charles Mead made a motion to elect Bill Stewart temporary Chairperson
with a second by Tom Swan. Motion was so carried.
Election of Officers:
For Chairperson: A motion by Bob Boyanowski to nominate Bill Stewart,
second by Charles Mead, motion carried.
For Vice Chairperson: A motion by Tom Swan to nominate Francis
Fruehan, seconded Bill Dovin. Francis said he would rather not accept.
A motion by Charles Mead to nominate Bruce Griffis seconded by Tom
Swan. A vote was then taken with Bruce Griffis being elected.
For Treasurer: Chuck Mead nominated Mary Long with a second by Bill
Dovin, motion so carried.
For Secretary: Bill Dovin nominated Mary Mead with a second by Tom
Swan, motion so carried. Since no one else wanted the position Mary
accepted.
Executive Committee: Officers Plus 3 members. Bob Boyanowski nominated
Bill Dovin, Ted Plevinsky & Francis Fruehan as the 3 members with
a second by Craig Osborne, motion carried.
Audit Committee: Bill Dovin motioned to appoint Beverly Way, Bob Templeton & Bob
Boyanowski with a second by Tom Swan, motion carried.
Finance Committee: Bob Boyanowski motioned to appoint Bill Dovin,
Charles Mead & Tom Curley with a second by Ted Plevinsky, motioned
carried
By Laws Committee: Bill Dovin motioned to appoint Bill Stewart, Craig
Osborne & Bruce Griffis seconded by Charles Mead, motioned carried.
Compost Committee: Bob Boyanowski motioned to appoint Bill Dovin,
Bob Collumb & Tom Swan seconded by Bill Dovin, motioned carried.
Chuck Mead made a motion to close the re-organizational meeting,
Bill Dovin seconded the motion, motion carried.

Chairperson Bill Stewart opened the regular meeting @ 7:38pm
The minutes of the last meeting were approved with a motion by Frank Burns,
seconded by Bill Dovin, motion so carried.
Treasurers Report: NTC has a balance of $63,651.94 and the NTC composting
fund reports a balance of $7,091.28. The Composting Committee will discuss
with the treasurer the yearly Kilmer Insurance expenditure before payment.
Bill Dovin made a motion to accept the treasurers report seconded by Charles
Mead.
Old Business;
Chairperson Bill Stewart read a letter concerning DCED audit from Brian Kelly
CPA to R. I. Wagner of DCED & Silver Lake Twp. Dated Jan. 18, 2010
and also forwarded to Mary Long NTC Treasurer. Bill Stewart asked the body
if we wanted the entire corrected audit report or just the updated portion
of the schedule. It was agreed to receive the entire audit report.
Chuck Mead motioned to forego the 2010 dues for the NTC since we have
a good balance and Tom Swan seconded the motion. The motion was so carried.
Bill Dovin made a motion to forego the composting dues for 2010 for the
same reason, with a second by Bob Collumb. Motion so carried.
The 2010 meeting dates were set. It was decided to meet on a quarterly basis.

New Business:
Tom Swan made a motion to purchase a minute book in the amount of $140. From
PSATS, seconded by Bill Dovin, so carried.
The Secretary informed the group that she received a box of records which
must be organized into a file cabinet some of which are only on disc. There
was some discussion to compensate the Treasurer & Secretary for their
time and it was referred to the Executive Committee to handle.
Charles Mead suggested the NTC undertake the development of an ordinance
that addresses driveway permits and other road encroachment activity, with
the intent to have a somewhat common ordinance across municipalities wishing
to participate. Bob Templeton has secured 2 sample ordinances which were
available tonight for delegates to review. This is to cover potential encroachment
by natural gas activity.
Bill Stewart appointed a committee to address an ordinance that could be
used by municipalities if they so desire.
Those appointed to that committee are Bruce Griffis, Chairperson, Bob Boyanowski,
Charles Mead, Ted Plevinsky & Bob Templeton.
Chuck Mead motioned to adjourn with a second from Bill Dovin, motion so
carried.
The meeting adjourned @8:30pm.
