Meeting Minutes - June 2009

The meeting was opened by Chairperson Bill Stewart with the pledge
of allegiance.
Present: Charles Mead, Bill Goodrich, Jim Lindsey, Ted Plevinsky,
Tom Curley, Charlie Pierson, Bill Stewart, Dave McGuigan, Mary Long,
Bruce Griffis, Dennis Bunnell, Tom Swan, Charlie Davis, Kendall Mitchell,
Dan Depue, Bill Dovin & Mary Mead.
Visitors: Janice Bunnell, Lawrence O’Reilly, Gene Famorlari,
Francis Fruehan, Angel Kublo, Dale & Lori Webster.
Roll showed a quorum of 9 municipalities present.
The minutes of the last meeting were approved with a motion by Ted
Plevinsky, seconded by Bruce Griffis, motion carried.
Treasurer report: NTC has a balance of $66,570.83 and the NTC
Composting reports a balance of $7,749.10. A motion was made by Dave
McGuigan to accept the Treasurer’s report, seconded by Charles
Mead, motion carried.
Old Business:
Chairperson Bill Stewart reported that Jessup Twp had not paid their
composting dues for 2008 & 2009. Bruce Griffis Supervisor for
Jessup stated that their were some issues & that Jessup didn’t
want a leaf composter. Tom Swan reported that Dennis Bunnell signed
for that machine. Bill Dovin said that a committee meeting was
needed to resolve these issues.
Chairperson Stewart received a contract from our solicitor concerning
the building on Montrose Boro property which is owned by the NTC to
house the composting equipment. He asked the members of the composting
committee to read it. He also has received two bills from the solicitor
for $262.50 & $87.50 for having the contract drawn up.
New Business:
DCED has requested an audit of the zoning grant from July 2004 to
2007.
Chairperson Stewart checked around and found it had to be a yellow
book audit and Brian Kelly could do it for a fee of between $2500-$3000.
Tom Curley made a motion with a second by Charles Mead to have Mr.
Kelly do that audit. The motion was carried.
Bill Dovin so kindly read the proposed contract with the Boro from
the solicitor to the group. It was decided to have a special committee
meeting with all Municipalities involved with composting to discuss
both issues. It is set for June 24, 2009 7pm at Silver Lake Twp Bldg.
Chairperson Stewart announced that the NTC received a PSATS award
for Excellence in Township Planning which was received at the PSATS
Convention held in April in Hershey.
It was noted that the following Townships will not be enacting zoning
at this time. They are as follows: Apolacon, Franklin, Jessup, Liberty,
Middletown and Silver Lake.
Chairperson Stewart asked for a motion to adjourn, Dave McQuigan made
the motion with a second by Bill Dovin
The meeting adjourned at 7:55pm
Next meeting will be held August 20 at 7pm at Middletown Twp.
