The meeting was opened by Vice Chairperson Beverly Way with the pledge
of allegiance.
Present: Charles Mead, Tom Swan, Bill Dovin, Bruce Griffis, Sandy
Payne, Harvey Rosenkrans, David Darrow, Bill Goodrich, Jim Lindsey
Ted Plevinsky, Tom Curley, Mary Long, Dave Stetson, Charlie Fahringer,
Frank Burns, Bill Stewart, Beverly Way, Art Donato & Mary Mead.
Visitors: Lori Raub, Lawrence O’Reilly, Thomas O’Reilly,
Jody White, Donald Rifenberry,
Clifford Reed, Gene Famorlari, Earl Lesch, John R. Varcoe, Linda Lawrence,
Carol Korutz, Robert Jenkinson ?, Frances Fruehan & Frank Fruehan.
Roll showed a quorum of 9 municipalities present.
Vice Chairperson Beverly Way read a letter of resignation as secretary
from Carolyn Doolittle. Her resignation was accepted by the body with
thanks for her many years of service.
Reorganization Meeting:
Beverly Way acted as Chairperson pro tem
Mary Mead acted as Secretary pro tem
Vice Chair Beverly Way asked for nominations for new officers.
Charles Mead nominated Bill Stewart as chairperson with a second from
Bruce Griffis.
The motion was carried.
Chuck Mead nominated Art Donato as vice chairperson. Tom Swan
seconded the motion.
The motion was carried.
A motion by Tom Swan and second by Bill Stewart to nominate Mary Long
as treasurer. The motion was carried.
Bill Dovin made a motion with a second by Tom Swan to nominate Mary
Mead as secretary. The motion was carried.
Tom Curley made a motion to nominate Chuck Mead, Bruce Griffis & Harvey
Rosenkrans to the executive Committee. Motion carried
It was agreed by the body to keep the date and time of the meetings
the same for 2009.
The meeting will be held the third Thursday at 7pm to be held in different
Townships as advertised.
Audit Committee: Beverly Way, Mary Mead & Bob Templeton
were nominated by Bill Stewart, seconded by Bruce Griffis, motion carried.
Finance Committee: Bob Boyanowski, Bill Dovin & Chuck Mead were
nominated by Bruce Griffis seconded by Tom Swan, motion carried.
By-Laws Committee: Bill Stewart, Dave Darrow, Bruce Griffis & Tom
Curley were nominated by Chuck Mead seconded by Tom Swan, motion
carried.
New Delegates or Alternates:
Harvey Rosenkrans as delegate and Dave Darrow as alternate.
Regular Meeting:
New Chairperson Bill Stewart chaired this meeting.
Chuck Mead made a motion to approve the minutes of the last meeting
as corrected, seconded by Beverly Way. The motion passed.
Treasurer reported NTC balance of $67,722.32 and NTC Composting balance
of $6,922.83.
Tom Curley made a motion to accept the treasurer’s report with
a second by Tom Swan.
The motion passed.
Treasurer Mary Long gave each Twp a bill for yearly dues for 2009.
Bill Dovin made a motion to not bill the $270 dues for composting
as long as we have a good fund balance to accommodate it for 2009.
Tom Swan seconded the motion. The motion was carried.
Gene Famorlari, Larry O’Reilly & Tom O’Reilly spoke
about wanting the NTC to send out another survey concerning zoning.
They also talked about the Franklin Twp zoning survey results. Larry
passed out copies of this group’s website info.
Jody White said she was studying the ordinance and has not arrive
at a decision either for or against.
Earl Lesch thought that we should concentrate on dealing with gas
companies.
Tom Swan told about Silver Lake’s ad hoc committee to study ordinances,
SALDO & zoning. Their Committee consists of those residents both
for and against. Francis Fruehan stated he is on the committee and
opposed to zoning.
The NTC agreed to have Chairperson Bill Stewart set up a meeting with
the gas companies to discuss the impact they have on twp roads. Vice
Chair Art Donato will ask the Extension Office staff for their assistance
on this matter.
Bob Templeton passed out a letter from Carson Helfrich to the NTC
concerning zoning.
Bob also passed out a book on Marcellus Shale: What Local Government
a Officials need to know, published by Penn State Cooperative
Extension.
Tom Swan presented a bill for the NTC website in the amount of $94.49
for 2 years. Dave Darrow made a motion to pay this bill, seconded
by Tom Swan. Motion carried
Bill Dovin read an article from the January 2009 issue of Pa Township
News pages 48-50. A portion of this article states that PSATS supports
legislation as taxable real estate, much like coal, limestone and all
other minerals. This would allow local municipalities, county and school
districts to levy property taxes on the assessed value of these mineral
rights. Bill questions how assessments would be done and suggested
we need to contact Elam Herr to voice an opinion.
Bill Dovin made a motion to adjourn with a second from Beverly Way.
The meeting adjourned at 8:05pm
