The meeting was opened by chairperson David Darrow with the pledge
of allegiance.
See sign-in sheet for those present at meeting.
Roll Call showed a quorum was present.
Minutes from the August meeting were not completed. They were reviewed
and tabled until the October meeting.
The Treasurer report showed the NTC had a balance of $8566.99
and the Composting Fund had a balance of $9377.35. Bob Boyanowski made
a motion to accept the treasurer’s report with a second from
Ted Plevinsky.
Public meetings were recently held by Silver Lake, Middletown & Bridgewater
Townships and their reports are as follows:
Tom Swan has reported that Silver Lake has formed an ad hoc committee
of 6 citizens and are working with the planning commission and supervisors
to re-vamp the Ordinance to be more suitable for their township.
Tom Curley gave a report for Middletown which had between 20-25 attend
their meeting. Many questions were asked and answered. Mary Long confirmed
this and
said it was a good meeting.
Chuck Mead reported on Bridgewater’s meeting which had 14 residents
and 8 non-residents present. Many good questions were asked. a concern
about why Bridgewater is the only one with Commercial/Industrial. Many
do not understand why this is. It was noted that Susq. Co plan
has the same area as the designated growth area. This is where the
infrastructure and KOZ areas are. Several residents voiced concern
about being only area with adult businesses and this is an issue
to be resolved.
Chuck Mead asked why no other municipalities have C I district,
Perhaps the Route 267 corridor should have one. No answer was given.
Carson reported municipalities are at different stages so perhaps
those ready should go ahead with public hearings. He also noted that
there would have to be a 45 day review period for Susq. Co. Planning
Commission.
Question asked about Intergovernmental Agreement and what happens
if not all municipalities participate. Carson reported that we should
try to do the best we can.
Bill Stewart asked if Choconut goes first and no one else follows
what is the impact? Carson said Bridgewater is key as they have
only commercial/industrial district. The fall back position would
be to allow all uses in other municipalities.
Finance Committee report was given by Chuck Mead. They reviewed work
done on fees to date with executive committee and Carson on 9/26/08.
Carson had a sample from other municipalities and we feel we need to
establish more fees to cover hearing board activities ie: special exception,
residential variance & ordinance interpretation. They will continue
working on fee structure to include different situations.
David Darrow noted that there will be L-tap class on road repair agreement
on Sept. 30. He stated that perhaps NTC could work together on this.
He also stated that the county convention is scheduled for Oct. 23
at 3pm and on Oct. 30 there will be a posting & bonding seminar.
Public Comment:
Lori Raub from Liberty Twp. asked if we had hired a zoning officer
yet and what the pay scale would be. She was told we have not hired
anyone yet and are looking @ paying between $15-$20 per hour
part time. She presented her plan which assumes full time.
Tom O’Reilly addressed his objections to zoning and asked Bob
Templeton how zoning would effect the Susq. Co. Planning Commission.
Bob gave explanation of what the planning commission can do and what
zoning would do.
Larry O’Reilly addressed survey results, He said let 267 be
commercial and that he felt the Middletown meeting was orchestrated.
David King from Little Meadows addressed issues he has, mainly additional
times required to obtain permits, impact on his business and the area.
Bill Stewart made a motion to adjourn the meeting with a second from
Tom Curley.
