Meeting Minutes - April 2008

Rush Township 4-17-08

Ten municipalities answered Roll Call – a quorum
Present – Bill Dovin, Kendall Mitchell, Chuck Mead, Charles Pierson,
 Marvin Small, Harvey Rosenkrans, Ted Plavinsky, Bill Goodrich,
James Lindsey, Mary Mead, Terry Dugan, Mary Long, Frank Burns,
Charles Davis, Rudy Mattes, Bob Templeton, Bill Stewart, Bev. Way,
Dave Darrow, Carolyn Doolittle

Bill Stewart made the motion to accept the Secretary’s minutes.  Chuck Mead made the second and the vote was affirmative.

Dave McGuigen made the motion to accept the Treasurer’s report.  Chuck Mead made the second and the vote was affirmative.

Zoning Business
Zoning Officer – COG and NTC will compose an advertisement to hire a Zoning Officer. 

Attorney Michael Briechle has accepted the position of Attorney for Zoning Board.  His fee will be $150.00 an hour.  26 Public Avenue, Montrose PA 18801

The Four Public Hearings have been advertised.  A Court Stenographer will be present at each.  We may have to tweak the maps and the Ordinance itself. 
Make sure each speaker identifies themselves. 

We may need a Civil Engineer for some subdivision review.  The name of Rick White was suggested.  More research is needed.

The Subdivision and Land Development Ordinance must be given to all municipalities.  The grant ends at the end of June.  Bill Dovin -

Compost – Building to house the equipment is on the Montrose site but a legal agreement between the  NTC and Montrose Boro must be drawn up.  Atty. Terry Dugan will handle this matter.  Terry Dugan made the motion to continue this discussion and Dave McGuigan made the second.  The vote was affirmative.

Not enough compost for an ad this spring.  The equipment is working but a rainy day project to do some minor upkeep is in order. 

Gas Leases – We can have no effect on gas leases.  Under zoning, they cannot locate in a residential area but other then that, only subject to set backs.  Bob Templeton presented some information suggesting that all who sign a lease must be aware of the environmental impact. 

Carson’s bill presented.  Bill Stewart made the motion to pay Carson’s bill and Beverly Way made the second.  The vote was affirmative.
