Silver Lake Township
The meeting was opened with the Pledge of Allegiance.
Present: Tom Curley, Mary Long, Frank Burns, Craig Osborne, Dave McGuigan,
Ted Plavinsky, Bill Goodrich, Harvey Rosenkrans, Charlie Pierson,
Bob, Boyanowski, Bruce Griffis, Dave Stetson, Charles Fahringer,

Secretary took the roll call and eleven municipalities answered, a
quorum

Reorganization –
Chuck Mead nominated Dave Darrow for Chairman. Art
Donato made the second and the motion was passed. *
Chuck Mead nominated Beverly Way for
V. Chairperson. Bill Stewart made the second and the motion was
passed.*
Beverly Way nominated Mary Long for Treasurer. Bill
Stewart made the second and the motion was passed.*
Bill Dovin nominated Carolyn Doolittle for Secretary. Ted
Plavinsky made the second and the motion was passed.*

Meeting Schedule for 2008 same as that of 2007, with
the meeting date the third Thursday of each month and the location
same as 2007.
Audit Committee – Beverly Way, Mary Mead,
Bob Templeton. Motion made by Chuck Mead, the second by Tom Swan. Motion
was passed.*
Finance Committee – Bob Boyanowski, Bill Dovin,
Chuck Mead. Motion made by Tom Swan, the second by Tom Curley. Motion
was passed.*
By Law Committee – Bill Stewart, Dave Darrow,
Bruce Griffis, Tom Curley. Motion was made by Chuck Mead, the
second by Dave McGuigan. Motion passed.*

Old Business:
Minutes from the November 15th meeting. Bill Dovin made the motion
to pass and Bruce Griffis the second. The motion was passed.*
Treasurer Report – of note: Nov. interest, Bonding, Advertise
Annual Meetings – Motion was made to pass by Tom Swan and the
second by Chuck Mead. The motion passed.*
Audit report will be available in February.
A seminar addressing the gas lease issue in the area, sponsored in
part by the NTC is scheduled for January 22nd.
New Business:
Tom Swan spoke for the group that attended a meeting held at COG. It
centered on COG’s possible involvement with the NTC Zoning Officer. The
information involved with making a decision on zoning officer is attached
to these minutes. It was covered in discussion at the meeting. The
members were given two choices: (as stated on attachment) and
the voice comments were favorable to Option 2. There was no voiced
opposition to Option 2.
For one year, the NTC may join COG for the purpose of housing or managing
the zoning officer at no fee. Allowed expenses will be covered
by fees. Bill Dovin made the motion” To go forward with
the grant for a zoning officer with the understanding that all members
of the NTC could utilize the officer without joining COG on a trial
basis of one year with the understanding that the NTC Executive Board
and COG will jointly hire the zoning officer.” The second
was made by Bill Tom Swan. The motion was carried in *voice
vote with no opposition.
Carson Helfrich – All existing Planning Commissions must be
given 45 days to review and comment. Carson will provide one
day for new, local Planning Commission workshops February 11, one at
3 PM at the Choconut Municipal Building and one at 7 PM at the Montrose
Square Community Room.
The Zoning Officer must be in place before adoption of the Zoning Ordinance. His
suggestion was to see where we stand and make a schedule at the February
meeting. February meeting will set dates for public meetings
and adoption proceeding. Hopefully the Ordinance can be scheduled
to be adopted in April or May ’08.
All municipalities should pass the Multi-Municipal Planning Agreement
Meeting adjourned.
