Meeting opened by Chairperson Tom Swan with the Pledge of Allegiance
Attendance: Tom Curley, Mary Long, Bill Goodrich, Annette Rogers,

Visitors: Frank Pinkowski, Frank J. Pinkowski, Carson Helfrich
Roll Call: There was a quorum.
Secretary’s Report: Approved after a motion by Bruce Griffis
and a second by Bev. Way.
Treasurer’s Report: Approved after a motion by Bill Stewart
and a second by Bev. Way.
New Business: Chuck Mead opened with a discussion
of the proposed zoning officer and place of business. The by-laws
call for a thirty day moratorium on a major decision and they decide
our progress.
He compared the differences between using the COG center and forming
a zoning officer center of our own. This information is attached
to the Secty.’s minute copy and can be seen for reference. Bill
Dovin suggested that the Executive Committee look this over and discuss. Chuck
reminded all that the thirty day review would be in place at any rate.
A Finance Meeting to be held on December 10th at Silver Lake Township
Bldg. at 6:30 PM to discuss the issue in depth.
Carson led the discussion about individual planning commissions and
zoning hearing boards. There should be two individuals from each
Township or Borough for a Zoning Hearing Board.
The NTC Zoning Ordinance is being sent to the County Planning Commission
for review. The zoning maps are ready. Advertisements for
the public hearings will be on Carson’s website as well as our
own. The County Planning Commission will have a 45 day review
period and then will give to the individual municipalities for their
review and comment. Public Hearings to take place in February
2008.
Organization Meeting to take place on January 17, 2008 at the Silver
Lake Township Bldg. Nominations for new officers will be taken
at that time and a vote.
Old Business Gas Lease
Seminar – The
Montrose School auditorium is not available in December due to holiday
performance rehearsals etc. A new date will be set and
the NTC will pay for the advertisements. Secty. will handle this
chore. A motion to pay for the advertisement was made at the
October meeting. Bill from Mulligan’s will be paid by the
Secty.
A motion was made by Chuck Mead and the second by Dave Darrow to pay
Carson’s bill. A motion to pay for Sandy Payne’s
bond was made by Bill Stewart with Bob Boyanowki the second. Both
votes were affirmative.
Ken DePhillips commented on the grinder.
