Meeting Minutes - July 2007

July 19, 2007

Present: Bob Templeton, Bill Goodrich, Ted Plevinsky, Chuck Mead, Mary Mead, Harvey Rosenkrans, Bill Dovin, Frank Burns, Mary Long, Marvin Small, Tom Curley, Dave McGuigan, Kendell Mitchell, Charles Fahringer, Bruce Griffis
Visitors: Commissioner Roberta Kelly and Ed Zigment from Congressmen Carney’s office, Stacie Wilson from the Independent.

The meeting was opened by Chairperson Tom Swan with the Pledge of Allegiance.

Bill Stewart made the motion to accept the Secretary’s minutes, Tom Curley made the second and the motion was approved.

Beverly Way made the motion to accept the Treasurer’s minutes.  Bruce made the second and the motion was passed.

Beverly Way made the motion to pay Carson Helfrich’s bill.  Bill Stewart made the motion and the motion was passed.

 Visitor’s remarks: Commissioner Kelly and Ed Zigment both voiced their appreciation for what the NTC has tried to do for the county.  Ed. Zigment said that if his office could help in any way he was to be contacted.

Old Business:

Cell Towers in Choconut and Silver Lake will be built this August.  Four more are in place for contstruction in 2008. 

Carson Helfrich: Inter-municipal Agreements must be signed.  Friendsville would like to work with Choconut as there is a historical precedence for this.  A meeting will take place before the next NTC meeting. 

The Exec. Committee met with COG to see how this can be administered.  There is a problem with using COG as the zoning officer as two members – Forest Lake and Apolacon do not belong.  A suggestion was made that the NTC can then belong to COG for that purpose.  If the decision is made not to use COG the DCED grant will have to be increased to add money for office space for any zoning officer hired. 

Chuck Mead made the motion to write a Multi-municipal Zoning Grant for $226,100 (or $75,000 for the first year)  Bruce Griffis made the second and the motion passed.

Bill Stewart made the motion to apply for the grant as the NTC to the DCED Shared Municipal Services.  Bruce Griffis made the second and the motion passed. 

Carson asked if there were any more needs for his personal visit.  The municipal Planning Commission groups can be completed from now until the time we sign.  The Inter-Municipal Agreements must be done as soon as possible.

New Business:  Cabot Gas and Oil would like to come to talk to the group about leases.  (Dave McGuigan) They will come in August to the NTC meeting.
