Meeting Minutes - May 2007
Forest Lake Township 5/17/07
The meeting was opened by Chairperson Tom Swan with the Pledge of
Allegiance.
Present: Chuck Mead, Mary Mead, Tom Curley, Bob Boyanowski, Charles
Pierson, Kendall Mitchell, Art Donato, Frank Burns, Harvey Rosenkrans,
Ted Plavinsky, Charles Fahringer, Marvin Small, Tom Swan, Ken DiPhillips,
Carolyn Doolittle, Bob Templeton
Guests: Charlie Wage, Frank Pinkowski, Stacy Wilson
Nine members answered Roll Call, a quorum.
The Secretary’s Report was approved. Chuck Mead made the
motion and Tom Curley the second. Motion passed.
The Treasurer’s Report was approved. Chuck Mead made the
motion, Bob Boyanowski the second, Motion passed.
Old Business – NEP toured the NTC area and
found suitable sites for Towers. Five towers will be up and running
this fall with more to come in 2008. In five years the company
hopes to have 22 sites on this side of the County. The company
will lease 100 ft. and use 60 of it. They will rise 190-200 ft.
in the air. No sites built on municipal land. Many municipal
sites are not suitable for a tower. NEP cell phones are available
throughout the County with the closest site Lee’s Radio Shack
in Montrose. There was a general appreciation voiced to NEP and
the participating elected officials who worked with them. Cell
phone service is necessary to the economic growth of the NTC area.
Atty Charles Wage would like the NTC to take another look
at the zoning ordinance. Quarries will be considered a conditional use
in the zoning ordinance. The PA Bluestone Assoc. would like another approach
considered. It was suggested that he contact Carson Helfrich. Attempts
have been made and he should try again. Tom Swan will ask Carson to investigate
this request.
Grinder problems – Ken DiPhillips reported
that there are still grinder problems and that was holding up the production
of mulch. It has never worked properly and perhaps the Lemon
Law should be investigated. When the grinder is fixed, coalition
members who are a part of the Grinder Group must schedule themselves
to work the site. The Secretary was advised to place an ad in
the Pennysaver.: $40 a dump truck full, $15 for a large box pickup,
$10 for a small box pickup and $5 for a tub or garbage can. Harvey
Rosenkrans made the motion to purchase the ad. Ted Plavinsky
made the second and the motion passed.
Stone and Parrish might buy the mulch for $3.00 a yard. The
problem with the mulch is that it is not screened. Some of it
has larger pieces than are practical.
Next month the agreement with Montrose Borough for housing the grinder
etc. will be ready – Atty. Terry Dugan in charge.
Zoning Grant runs out in June. The final draw must be
made by June 28th. Tom Swan – “We must wrap this up.” There
were less than a dozen people at the last public meeting. Most of them
were Coalition members. Thursday night, May 24th a meeting at the Montrose
Square Community Room. All members must attend. Members must take a copy
of the Ordinance to their solicitors. Since many municipalities use the
same attorney it will cut down on the reviews.
New Business – Get together for Randy Decker who is retiring
from Penna Dot. It was a consensus that Randy has been a good
friend to all NTC municipalities and that a surprise party should be
given in his honor. Noon, June 15th is the date, Tom Swan will
get him up to Silver Lake Township Bldg. The party details will
be covered by the Rosenkrans and Mead families with everyone contributing
in some way. A cash gift from the general fund will be given
to Randy in appreciation for his many acts of kindness. Harvey
Rosenkrans made the motion. Charles Fahringer made the second. The
motion passed.
