Nine members answered Roll Call
Present were: Bob Boyanowski, Tom Swan, Chuck & Mary Mead, Bill
Stewart, Tom Curley, Kendall Mitchell, Marvin Small, Charlie Pierson,
Rudy Mattes, Dave McGuigan, Bill Goodrich, Ted Plevinsky, Harvey Rosenkrans,
Mary Long, Beverly Way & Carson Helfrich
One guest present: Raymond Telnock, Candidate for County Commissioner.
The meeting was opened by Chairperson Tom Swan with the Pledge
of Allegiance.
The Secretary’s report was presented. Bill Stewart made a motion
to accept the report seconded by Tom Curley. The motioned passed
The Treasurer reported a balance of $ 48,039.24
in the NTC account with $1,333.84 in the composting account. Beverly
Way made a motion to accept the Treasurer’s report with
a second by Bill Stewart, motion carried.
Mary Long reported that her bond was increased to $75,000 thru 2008
at the same cost. That is a $25,000 increase. Sandy Payne’s stays
the same.
Old Business:
Chairperson reported that he and Bill Stewart will be going out to
the cell tower sites with NEP next week (April 26th.) The date was
changed from last week because of the storm.
Tom Swan reported that he doesn’t have an approved or signed
copy of the by-laws. All agreed that they were approved. Chuck Mead
gave a copy to Tom for his signature and acting secretary will get
the secretary’s signature and give a copy to Tom.
Tom Swan reported that He will be stepping down as Chairperson in
November because of health reasons. He has been Chair since we first
formed.
Our consultant Carson Helfrich put together a Zoning Ordinance action
and schedule which he went over with the group. He also said that we
should be thinking about hiring an attorney to assist with the adoption
process.
Chuck Mead made a motion with a second by Harvey Rosenkrans to talk
with attorney that Carson used in the past.
Carson stated that each Municipality will be adopting their own Ordinance.
We will be holding a public meeting on zoning, April 30th at
7:00 .m. at the Montrose Square. Carson will make copies of the ordinance
and bring them to this meeting.
On May 24th at 7:00 p.m. there will be a NTC meeting to go over the
ordinance. Please have your solicitor go over the ordinance before
then.
County Commissioner candidate Ray Telnock was introduced.
Chairperson informed the group that there is problems with the composting
grinder and the company will come and fix it. He reported that B & S
isn’t ready to buy compost as yet.
Stone & Parrish is willing to buy compost from Montrose Boro for
$3 a ton. It was decided to let them do this.
The next meeting to be held at Forest Lake Township.
With no further business to come before the group we adjouned at 8:00
p.m.
