NTC – Silver Lake Township January 18, 2007
The meeting was opened by Chairperson Tom Swan with the Pledge of
Allegiance
A quorum answered roll call
Charles Mead, Mary Mead, Jack Yeager, Bernie Zalewski, Bill Dovin,
Sandy Payne, Mary Long, Frank Burns, Tom Curley, Marvin Small, Harvey
Rosenkrans, Bill Goodrich, Ted Plavinsky, Gerry Thorne, Dave McGuigan,
Bill Stewart, Beverly Way, Carolyn Doolittle, Tom Swan, Dave Darrow,
Bob Templeton, Terry Dugan.
Visitors: Roberta Kelly, Tim Stearns
Reorganization – The Secretary was requested to cast a single
vote for the current officers. Bill Stewart made the motion
and Terry Dugan the second. The vote was affirmative. Attached
to the motion was that the meetings would remain in the same order
and place as 2006.
The executive board needed new members as by-laws mandate a yearly
rotation. Dave McGuigan, Ted Plavinsky, Marvin Small were
nominated. Tom Curley made the motion with a second by Bill Dovin. Motion
was passed.
The minutes were approved on a motion by Beverly Way and second by
Bill Dovin. Affirmative vote
The Treasurer’s Report showed Saldo Zoning $34,844.00
Misc.
Exp. 4,306.36
Bills for membership dues have gone out.
Composting 84.29
The Treasurer’s Report was accepted on a motion by Bill Stewart
and a second by Dave McGuigan. Affirmative vote.
Guest Speaker Tim Stearns NEP. The company is completing wireless
service in the eastern portion of the county. They need to study
the terrain. They will work with the NTC to find properties suited
to the equipment. There is a hope that some towers might be completed
by the end of 2007. Bill Stewart will work with Tim. Electricity,
height, and roadway will be a factor. The position of the NTC
is that there is no conflict with IWA. IWA promised to find towers
for Township Property. There was no understanding on our part
that we could keep private citizens from accepting towers on their
property. IWA has not come forth with any cell tower inquiries
from any of the major companies such as Verizon. When they
do, we will deal with it.
Compost – B&S quarries will buy the compost at a bulk price. They
will need an answer by spring. The Grinder is still not working. The
Manufacture’s Rep. says that the circuit board is not completed. He
will come next week to install the new board. There will be
a DEP class in March. All municipalities should have a representative. Must
hold and attend class to be eligible for more grants. Dave Darrow
will try to get the insurance company to change the due date for equipment
insurance.
The new building for compost equip will need a permit. Attorney
member Terry Dugan suggested that there should be a contract between
the NTC and Borough. The Exec. Comm. will meet with the Borough. There
should be a contract and resolution (C and R) from the Borough
Council. Wherever there is a building there should be a contract
and resolution for legal protection of both NTC and Municipality. Dave
McGuigan made a motion to pursue this (C and R.) Terry Dugan
made the second and the motion was carried.
Audit Committee – Bob Templeton, Mary Mead, Beverly Way. Auditor’s
report was accepted by a motion by Bill Stewart and a second by Charles
Mead.
Friendsville – Rumors are floating that residents have started
to take an interest in their municipality. Bill Stewart thinks
that they will pay to stay in the NTC. We shall give them a little
more time.
Dave McGuigan warns that the cost of publicity for zoning may run
higher than planned.
Bill Dovin suggested that the NTC begin to look at how much a planning
board, hearing board will cost. He is concerned that no work
has been done to begin this investigation now that the work is moving
closer to fruition.
Two meetings with public – January 23rd at the County Bldg. and
January 30 in Rush both at 7 PM
Sandy Payne’s books should be audited by our NTC auditors.
County Commissioner Chair Roberta Kelly spoke of the cell towers and
how they will contribute to the economic stability of the area. She
also talked about the cooperation needed to get through the aftermath
of the flooding of 06. She congratulated us on the work done
by the NTC and told us we were a model for the county. “You
have an organization already in place that will be vitally important
in a time of disaster. You are contributing to the economic growth
of Susquehanna County.”
Chairperson Swan suggested that we keep the website. $87.00
for two years. We must get him the minutes as soon as written. Bill
Stewart made the motion and Beverly Way made the second. Motion
passed.
Bill Stewart made the motion to adjourn second from Terry Dugan.
