Silver Lake Township 12-14-06
An executive meeting preceded the regular meeting and the topic of
discussion was Friendsville Boro. They owe $2374 and there is
never a response from Debbie Kika who is the only Borough officer. The
problem lies in the fact that we must get rid of them due to non payment
and if we get rid of them and an unpopular business comes in the surrounding
Townships will suffer. Carson thinks they must sign a resolution
to withdraw.
Zoning – we must educate and the more that know, the better. Two
or three education meetings must be scheduled and perhaps one in each
township. These meetings will be held on January 23 and 30th.

The full meeting began with the Pledge of Allegiance led by Tom Swan.
Eleven members in attendance, a quorum.
A motion to accept the Treasurer’s report was made by Beverly
Way and seconded by Bill Stewart. Passed unanimously.

Carson presented a bill for $2,212.68. Bill Stewart made a motion
to pay this bill and Chuck Mead made the second. Motion passed.
Secretary’s report- Motion made by Tom Curley to approve with
Bev Way the second. Motion passed.
Word to the Composting Munis. $2,000.00 needed for insurance
for grinder and tractor. Tom will call and check the amount need.
The Executive Committee made a recommendation to the whole membership
that Friendsville be dropped from zoning due to non-participation and
payment. There is a need to talk to them but no one responds. Contact
Roberta Kelly to see if the Commissioners can do anything. The
conversation seemed an agreement that no one but the current residents
are the key. Several of them have been given all information
on zoning and no one is willing to stop forth with action. At
some point there will be a need and the residents will find that they
have no representation legally capable of taking charge. It may
be some sort of emergency. At that point someone living in the
Borough will step up. Not our problem except that we need to
either pay their share or understand that any development coming to
Friendsville will affect neighboring municipalities.
Carson Helfrich will check the legality of proceeding without them.
There will be public meetings on January 23rd and 30th, both
Tuesday evenings. Carson will advertise. Places are not
certain. What papers? Mulligans, Independent, Transcript, Rocket
Courier, Press, Scranton Tribune were some suggestions. These
meetings will be held for public education only.
Carson will arrange a meeting with Charlie Wage who speaks for many
quarry owners and loggers.
Some questions – Can minor modifications be made muni-muni and
the answer was yes. Mary Long mentioned the prospectus for land
in Middletown. No zoning was the big sales point. $650,000
selling price.
Can zoning be put to the vote/referendum? Not at present due
to law.
The legal ads for next year were done.
Cell Towers – NEP 22 Towers early in 2007 and by the end of
2007 20 our way.
The floods of 2006 showed the need to keep ditches cleaned out. Good
use of the compost equip. Any questions on the compost – Tom
