NTC – Bridgewater, October 19, 2006
Present: Chuck Mead, Mary Mead, Bill Goodrich, Marvin Small, Dave

The meeting was opened with the Pledge of Allegiance by Bill Stewart,
Exec. Committee in the absence of Chairperson Tom Swan and V. Chair
David Darrow.
Ten answered Roll Call- a quorum.
Secretary’s Report – Several spelling corrections. Bill
Stewart made the motion to accept the report, Chuck Mead made the second.
The motion passed with corrections.
Treasurer’s Report – Mary Long reported an ending balance
of $36,721.91 in the main account and $1,055.69 in the Composting Fund.
A motion was made by Bill Stewart to accept the Treasurer’s Report.
Dave McGuigan made the second and the motion was carried. Two checks
were presented to be paid from the Composting Fund for fuel. Dave McGuigan
made the motion and Rudy Mattes the second. The motion was passed.
Carson Helfrich Report –
Carson’s comments on the work of the two groups was condensed
into one draft.
There are some differences from the County’s Subdivision Ordinance.
For instance the County allows one acre if all systems can be placed
there. Silver Lake has two. All maps have been returned with the exception
of Little Meadows and Friendsville. Mary Long said that in her conversation
with Friendsville the understanding was that none of the current elected
officials had agreed to pay their share. A certified letter will be
sent to them and, Bill Stewart offered to talk to Dale Yoder. As far
as anyone can tell, there are no elected officials as of January 2007
except Debbie Kika. Choconut does their roads and Debbie sends them
a check. Carson again volunteered to go to see them in person. Carson
passed out the maps. We will be having a November meeting. Both elected
officials and the local planning advisory members who worked on the
draft are expected to attend. The plan is to have it in Rush if the
building is available or, at the County Office Bldg. if not. If County
Bldg is not free as well, the Ex. Comm. will find a place.
In November plans will be completed for three public meetings: Rush,
Silver Lake and Montrose. These will be advertised legally, on the
NTC website, Carson’s website, the County’s, various municipal
websites. The Executive Committee will meet at 6PM on the 16th to work
on zoning publicity.
Before any municipality votes on this there must be an advertised
meeting. Before that happens Carson will be available to talk to civic
groups and other organizations. He will also come to speak to private
individuals within reason.
His concern is that if uneducated opponents make a lot of noise elected
officials will get cold feet after all the work we have done. Uneducated
in terms of what we are trying to accomplish. There are people that
complain because “it” means change. We must make every
effort to allow questions and let people know the NTC goals: Managing
land use, growth and development and to preserve the area’s rural
character, agriculture and quality lifestyle while providing for economic
development.
Composting – Cost for building a poll barn in Montrose to house
the grinder, tractor, turner 40 X 50 size- 23K. This will be provided
by F&S. Local contractors gave bids of $35K. Tom Shill met with
the group last Thurs. to put in a bid for 2 tractors, two turners,
one screener. Rudy Mattes made the motion to sign a Resolution requesting
a grant from Act 101 Section 902 of DEP. Bill Stewart made the second.
The resolution passed with votes from the Compost group.
The suggestion was made to grind leaves and brush separately.
Elliot Ross (COG) asked if there was interest in having training for
ESP/NTC zoning officer held in Susquehanna County. DCED L Tap funds
available possibly PMPEI. Contact Elliot if this is wanted.
Reminder – there will be a meeting in November. Election of
Officers in January at Silver Lake.
Tom Swan is coming along. Hopes to be present at the Nov. Meeting.
