Northern Tier Coalition – Liberty Township 7-20-2006
The meeting was opened by Chairperson Tom Swan with the Pledge of Allegiance.
Present: Art Donato, Marvin Small, Tom Curley, Frank Burns, Mary Long,
Harvey Rosenkrans, Ted Plavinsky, Charles Fahringer, Bob Boyanowski,
Dave Darrow, Tom Swan, Bill Stewart, Bill Goodrich, Beverly Way, Carolyn
Doolittle, Bob Templeton Guest: Arnie Kriner – Senator Madigan’s
office
There was a quorum
Bill Stewart made the motion to accept the Secretary’s report.
Harvey Rosenkrans made the second and vote was affirmative.
The Treasurer’s report showed $28, 661.63 in the regular account
and $943.09 in Composting. Harvey Rosenkrans made the motion to accept
the Treasurer’s report with Beverly Way the second. The vote
was affirmative.
Old Business:
Composting - $100 from sales. Lot’s of composting left. Opinion
is that the sales will take off again in the spring. It will take time
to get the public used to buying from us. Chris Fritz coming to start
a second round.
Cell Towers – Kevin Donahue ready to put up towers. Ed Tourje
will use them. Mr. Donahue will be in Middletown to discuss.
New Business: Arnie Kriner and the center of discussion was the flooding
in late June. Arnie is Senator Madigan’s representative and has
worked for him for nineteen years. In 2004 we became a part of his
district.
The main question received by the Senator’s office is, “Why
can’t we dig out our streams?” There is an increased number
of Watershed Groups and they are dedicated volunteers. Unfortunately
too much money goes to Consultants and not enough to the work. Having
said that, there is not enough money in Pennsylvania to keep the streams
safe. They fill and then fill again due to the glacial till. We must
work to improve communication between agencies. Rush commented that
the FEMA employee must know the NE or it doesn’t work. Franklyn
representatives spoke of creek levels equal to the road with build-ups
of gravel. Flood Plain Maps must be reviewed and redone. Arnie Kriner
will give us the contact number of Colton Weber, policy analyst at
the Governor’s Center for Local Govt. We need to see if he can
come to speak to us at the Fall Township Dinner on Sept. 21st. Carson
will help us write flood plain ordinances. A reminder that if a stream
is cleaned then the water rushes faster down to the next community.
Short discussion on liquid fuels money. A change is needed in Liquid
Fuels Assessment. PSATS Elim Herr will put together a resolution on
how to raise money.
Chris Fritz will be visiting on August 22nd.
