Forest Lake Township
The meeting was opened by Tom Swan with the Pledge of Allegiance.
Present: Tom Swan, Rudy Mattes, Charles Fahringer, Harvey Rosenkrans,
Ted Plavinsky, Kendall Mitchell, Charlie Pierson, Tom Curley, Terry
Dugan, Beverly Way, Bob Templeton and, other members who did not sign
in and whose names I do not remember.
Guests: Stacy Wilson – Montrose Independent, Commissioner Roberta
Kelly
Eleven members answered roll call – a quorum.
Tom Curley made a motion to accept the Secretary’s Report. Terry
Dugan made the second and the vote was affirmative.
The Treasurer’s Report showed $17,070.47 in the Regular Account
and $758.66 in the Composting Fund. Dave McGuigan made the motion
to accept the Treasurer’s Report with Bill Dovin the second. The
vote was affirmative.
A motion was made by Harvey Rosenkrans to pay the composting bill. Bill
Stewart made the second. The motion was passed.
New Business –
NEPA Cellcorp. Inc. Ed Tourje, TSS formerly IWA Gina Thuma and
Kevin Donahue
General conversation about cell towers. No firm commitments
for local coverage.
Raw builds difficult in this area and very expensive. No idea
yet how many would be needed due to basin and range topography. NEP
a locally owned company is starting to expand from eastern Susquehanna
County. They hope to offer service similar to Verizon, Nextel. In
order to expand into western Susq. Cty they will need a strong commitment
in terms of numbers willing to use their service as opposed to national
firms. They can only build as they have a cash inflow. It
costs up to $200K to build a tower. State Police towers are too
flimsy for telephone equip. Each tower needs a 50x50 footprint
plus power of 200 amps.

Commissioner Roberta Kelly spoke of her support for the NTC and promised
to do anything she could to help us bring cell tower service to Susquehanna
County. She thanked us for all we have done for the area.
May 22nd meeting with the Commissioners at the Courthouse. Tom
Swan asked members to attend for a general discussion.
Carson Helfrich’s bill is due. Tom Curley made the motion
to pay Carson. Bill Stewart made the second. The vote was
affirmative.
The Secretary asked for permission to spend up to $100 for supplies. Beverly
Way made the motion and Dave McGuigan the second. The motion
passed.
Tom Swan, Sandy Payne, Tom Shill will meet with Chris Fritz on June
22 to discuss upcoming grant for more compost money.
Dave Darrow, Tom Swan, Rudy Mattes, Harvey Rosenkrans and Ted Plavinsky
looked at a building at Forest Lake for compost machinery.
Charge for a bucket that holds 21/2 yards will be $25.00 a bucket. Call
Ken DePhillips for apt at the Boro Bldg. Pick up at the site
after making an appointment or, for a $5.00 fuel charge the Boro will
deliver within the Boro limits.
Denny Bunnell made the motion to advertise compost in Mulligan’s. Beverly
Way made the second. Motion passed. The Secretary will
contact Mulligans.
Dave Darrow said there would be a L Tap Class on signs given by Brian
Baker at Silver Lake Muni. Bldg. May 24th.
There are no local zoning officer training classes. Call Brian
Baker when we need this service.
Meeting with Senator Madigan was pleasant but rather unsatisfactory. PSATS will
have to deal with the Liq. Fuels and Turnback money in a resolution.
