Northern Tier Coaliton, February 16, 2006, Franklin Township Bldg.

Mead, Mary Mead, Harvey Rosenkrans, Thomas Curley, Kendall Mitchell, Charles

The meeting was opened by Tom Swan with the Pledge of Allegiance.
Ten members answered Roll Call.
The Secretary’s Minutes were approved. Harvey
Rosenkrans made the motion, Chuck Mead the second. Motion passed.
The Treasurer’s Minutes were approved. Bill
Stewart made the motion and Bernie Zalewski the second.
Mary Long says she has enough to pay the insurance.
Sandy Payne will be bonded separately for the Compost Grant.
Composting :
Tom Swan reported that Chris Fritz is confusing. Tom Shill wrote
the progress report. Chris Fritz has two copies on his desk. It
will be four weeks until money is received. Four sites will be
kept until the grant rounds open.
Montrose will submit a fuel bill. Further discussion will be
held about the charge for compost and the mechanics of manning the
site.
By-law Committee: Bill Stewart Chair. Committee
will meet.
Audit Committee: Mary Long does an excellent job. A
motion to accept the audit was made by Harvey Rosenkrans and the second
by Rudy Mattes. The vote was affirmative with appreciation expressed
for Mary Long’s work.
IWA – Brian contacted Tom Swan.
Comment by several that Carson Helfrich should come to a full meeting.
Dave Darrow reported that the Commissioners will meet with representatives
of the NTC. Secretary to send notices of date.
Bob Templeton gave a short history of Storm Water Management. In
the newest County Subdivision update, storm water has been addressed.
Tom Swan – report from Northern Tier Regional – Rt.
706 progress: arrowhead search taking place, surveying in process,
the whole project will take ten years, design comes first of course,
hospital to Andre will be three lanes, construction planned for ’07-’08. The
road will be paved from Rt. 11 intersection to Bradford County line.
